To build a static website you need to learn HTML, CSS & Javascript only. Static website contains only static contents. It will not connect with any database.
But, actually HTML is not a programming language, it’s a markup language. If HTML is a programming language then word document is also a programming language because they too are based on markup language. So, no HTML is not a programming language.
Now come to your point, without knowing anything about coding you can start to learn PHP, MySql to build a website. It will not take your more time. In 5–6 month you will learn PHP better. But I suggest you to clear your logic first before going to learn any programming language. And for logic clearance C & C++ is still the best programming languages in the world.
